About Our Firm

Turn-Key Construction Services, Inc., (Turn-Key) is an 8(a) Native American-owned Small Business. We are a multidisciplinary firm that provides services specializing in Engineering, Design/Build, and Construction Management for government and commercial clients nationwide. One of our core competencies is in implementing field solutions requiring construction services. We are headquartered in Rocklin, California with an equipment yard in Orland, and a field office in Fallon, Nevada to service the Southwestern United States.

Established in 1996, Turn-Key retains a California-registered General Engineering Contractor license “A” (No. 726624). Our management staff brings over 20 years each of experience in all areas of engineering and construction. Each discipline is led by a registered professional. Turn-Key maintains a perfect safety record and exceptional reputation for outstanding quality management. All project supervisory personnel have completed OSHA construction safety, HAZWOPER, and USACE/NAVY QC training. We are a multidiscipline contractor with above average self-performing capabilities (95%) and a proven track record of delivering cost-saving services to both our federal and commercial clients.

Our diverse portfolio includes governmental, commercial, institutional and mining construction projects. Turn-Key is a powerhouse of innovation, craftsmanship, and expertise. Our infrastructure and diversified job experience give us flexibility; we’re as adept and competitive on smaller projects as we are on larger ones. Turn-Key has strategic ties to other companies that enable us to team and partner to bid on larger, more diverse projects. These relationships have enabled us to bring expertise and depth to bear in the execution of projects. Some of our Design Build partnerships include additional specialties for integrated project delivery, sustainable design, virtualization, BIM implementation and LEED AP.

Turn-Key has completed many projects for the Federal government both as a Prime and a Subcontractor. Clients have included the US Navy, US Air Force, the Army Corps of Engineers, the National Park Service, Forest Service, Department of Energy, Environmental Protection Agency, Arcadis US, CH2M Hill, Shaw Environmental, Tetra Tech and Innovative Technical Solutions. Turn-Key also has a track record of success working in the commercial sector. Owners of these projects include The Boeing Company, Jacobs Engineering, Northrop-Grumman Marine Systems, Pacific Gas & Electric and Union Pacific.

The company currently estimates its bonding capacity at $7 million per project and $15 million aggregate. The sources are corporate sureties such as Travelers and American Indemnity.

The company has a three year average of $6 million in annual revenues. We continue to grow revenue and capabilities with our revenue over the last six years is approximately $39M. However, a key indicator of our growth and success is that over the last two years - despite the economic climate - we have averaged $9 million annually.

Turn-Key self performs 95% of all our contracts, although for specific project requirements we partner with specialized firms. Turn-Key takes pride in our staff of engineers, project managers, quality control/safety managers, foremen, superintendents, and skilled craftsmen, many of whom have been with the Company since inception. These levels of employee commitment and ability have allowed us to perform every contract awarded on time and with full client satisfaction. We “ramp up” staff levels to meet project demands by hiring additional personnel locally pursuant to geographical areas and local goodwill exposure. We maintain an extensive inventory of specialty tools and a fleet of construction equipment (yellow iron) including excavators, loaders, backhoes, HDPE fusion welders, asphalt paving machines, and a full fleet of work trucks.

The safety of personnel, equipment, and facilities at a project site is a top priority for Turn-Key, and behavior-based safety awareness is actively promoted to avoid accidents and injuries. Or safety plan is based upon proven and established safety processes, procedures, our corporate safety culture, and lessons learned from all our projects. This plan conforms to OSHA rules and regulations as well as the US Army Corps of Engineers (USACE) safety manual EM 385-1-1. The relevance of our safety approach and management is reflected in our current Experience Modification Rate (EMR) of 0.77. Turn-Key’s EMR record demonstrates the success of our commitment to providing and maintaining a safe work environment for our employees, clients and other personnel present at our job sites.
